How do I change a border default setting?

Whenever my co-worker opens a new document in Word, the cursor is way at the
top of the document. To change it, he goes into Format Borders, then
Options, and changes it. However, he is unable to change the default, so he
has to do this every time. Does anyone know how to correct this?
