how do I create paragraph borders

Jay described the process of creating a text box, then selecting Format,
Borders and Shading to place lines above and below text only. He then
commented that in Word 2007 it's all automated - but I can't do it in Word
2007! There doesn't seem to be any "Borders and Shading" option - only
options to place borders all around, or to fill, shadow, 3D etc. Nothing to
select where the lines go! The pre-formatted text boxes are all the wrong
color and I can't find where to change the line color.

I'm not entirely clear what end result you're looking to achieve. Box borders on selected words can be applied, Lines above and
below a paragraph can be applied to text. To do so in Word 2007 select your text and use Home=>Paragraph and choose the border
tool and apply the borders of choice to text.

For Autoshapes, such as text boxes, have outline and coloring choices are before.

For those, in Word 2007 try using
Insert=>Shapes
and select a text box 'Basic shape'.

Once you've drawn the shape the 'Text Box Tools'=>Format ribbon should appear. You can use the Shape Outline, or one of the border
styles, or hover over the text box and right click and you should seee the choice for the older 'Borders and Shading' dialog.

The borders are only individually selectable for table cells and frames. I
believe it was ever thus.

The line colour for text boxes is set, with the text box selected, from the
format tab > shape outline.

Text boxes can be drawn manually in 2007 just as in earlier versions. From
the Insert Text Box tool > draw text box. You can convert a text box to a
frame if you right click > format text box > text box > convert to frame
(or add Insert Frame from all commands to the QAT (Quick Access Toolbar) ).

The borders and shadings dialog associated with the text box does not allow
the four borders to be individually selected, however you could set the
border to no colour and apply text borders as your first suggestion, which
has much the same effect.
