How do I block an email address from sending me messages

I have a friend who is being harrassed. She doesn't want to just put the
messages from this user into the Junk Email folder, she wants to block them
and have them sent back to the sender. Can I do that through an outlook rule
or anything?

You can create a rule to permanently delete the message. If you don't even
want the message to be downloaded you'l have to remove it at ISP level. Log
in to your webbased mail account provided by your ISP and see if you can use
filters there.
