how do I automaticly line up layer boxes

how do I automaticly line up layer boxes I have a rubbish mouse and shaky hands
 
Use Code view and type in the positioning. But why layers - usually (but
not always) layers are the worst things to use for layout. Floats and
margins are better in most cases.
