layer see through

I have set my layer background to white and in the design mode it works
great. When I preview the FrontPage layer, vertical lines show through. Only
vertical lines show through. Any ideas?

It would help if you would post a URL so we could look. Just speculating
but are you using a table? It is possible to the cell borders so only the
vertical ones display.
