You can't unless you use a third-party addin. You CAN however, add it to
Outlook Express in Outlook Newsreader mode.

Although Outlook may appear to be your newsreader, actually it isn't.
What's called the Outlook Newsreader is actually just Outlook Express
running in news-only mode. Outlook itself has no capability to do
newsgroups.
