How do I add tape drive back into RSM?

I had a tape drive working on my system. I removed the drive to put it into an external enclosure. I plugged it into another computer for a while. In the first computer I delete the drive from removal storage manager. I re-install the tape into the computer and device manager found it. The removal storage manager will not recognize the tape drive. I've tried re-installing the tape drive serval time same result.

You may have a damaged RSM database now. Take a look at this article.
You may have to uninstall and reinstall the tape in Device Manager after
doing this.

When I restarted RSM. It failed the first time. Then was ok when I hit the start button the second time. I beleive that RSM has a problem re-establish and entry for that tape drive. I did not reinstall the tape drive after a reboot and fresh db. Should I have reboot after a fresh db first?
