How do I add another template to Outlook

I have a telephone message template form that I have created in Outlook 2007.
If Microsoft already has this template, I haven't found it yet (It would be
most useful). Anyway, I want this template to be available and used by
everyone in the office from the File menu, just as the new tasks, notes, etc.
work, but I keep getting an error stating that Microsoft has blocked access
to this template file. How can I get Microsoft to stop blocking it.

I assume you are trying to open an OFT file when you get that warning?
Unpublished forms can't be opened for use in Outlook 2007 or later. See the
information on forms publishing at www.outlookcode.com for more information
on that.

You won't be able to make the form available as you want without custom
programming in a COM addin deployed to all users to add that functionality
for all users. Without that you will have to settle for having the form
available in whatever way the place you publish the form makes available.
