how do I add an HTML file to Outlook?

I use Outlook 2003 in XP.
In previous versions you could select a tab at bottom which would allow you
to paste HTML directly into Outlook and then preview. I have created an HTML
doc in Dreamweaver and cut the HTML ready to paste into Outlook but can't
find how. Anybody know or have suggetions, much appreciated.

I have used Outlook since 97, and I have never seen a HTML editor in the
native Outlook editor. If you use Word as the editor, I think you can do it.

You can also copy the preview in your HTML editor, then paste it into
the Outlook editor.

You're thinking about Outlook Express.
To inject HTML code directly into your message choose;
Insert-> File-> select htm-file-> little down arrow on Insert button->
Insert as Text
