I Want To Be Able To Have Users Register To My Website ANd Be Able TO Log In
And Out. Can Anyone Tell Me How To Add Something Like That?

Both methods require server extensions & ASP on a Windows Server.

If you're on Linux, and you have cPanel on your hosting account, it should
have a utility for "protected folders" or similar; otherwise ask your host.

What's the deal with using caps for each word in your post? Hard to
read....

Then don't provide it and no one will be able to help you
- the options methods used for any server side login (registration) are totally dependent on your host OS and what they support
