How do I add 1 before long distance numbers?

My phone dialer will not add a "1" before toll free numbers (800, 866 and
888). I had no problem doing this out of Outlook 97. I've applied the
dialing rules but the only way I can dial these numbers is to actually put a
"1" there in every contact that has a toll free number.

I do not have a long distance carrier, but use the lower cost 101...
services for that. At this point I have not proceeded to adding dialing
rules for these carriers because I first need to establish an automated way
of dialing the toll free numbers from Outlook.

Any help on this would be greatly appreciated. This has got to be a common
issue but I was unable to get any results from my initial query for others
that might have submitted this or a similar question.

This is not an Outlook issue. Dialing rules and their implementation are an
Operating System function.
What type of dialing are you trying to do and what is the data source for
your phone numbers?

Thank you for your reply!

Technically you are correct about Dialing Rules. However, these are
available through Outlook's Action menu, which is handier, when Call Contact
is selected, then New Call> Dialing Options>Dialing Properties> "Edit
(locaton)" button> Area Code Rule.

Fortunately I found the answer. The Area Code Rule dialog box includes 2
check boxes at the bottom, the first of which is what to preceed the prefix
by, and the second stipulates that the area code be included by what you
stipulate as the precedent characters. This is what had me puzzled at first.
I thought that all I needed to do was put a 1 in the "Dial" box without also
stipulating next that it include the Area Code.

There is another post on November 30th by John that questions the issue of
"Split Area Codes". Perhaps you could help him on this because I believe he
also misunderstands the steps he has to take with this particular dialog box.
I'm sure properly understanding the dialing rules would allow him to deal
with the issue of having some prefixes considered local and others not in a
"Split Area Code". Fortunately I don't have to deal with this yet, but there
is a portion of the same dialog box that allows you to stipulate which
prefixes are to be designated as having a "1" and the Area Code.
