How do I acquire owner permissions in Outlook?

I am trying to create public folders in Outlook; however the help screen
tells me I need to have owner permissions in order to do this and that I must
have Microsoft Exchange. I know I have Exchange, but I still can not figure
out how to creat a public folder.
These public folders will be used for common contacts to be accessed and
modified on the network, as well as a customer service schedule to be
accessed and modified on the network.
Please help!

In Outlook, File | New | Folder. Choose to create a new folder for contacts in the All Public Folders\Public Folders hierarchy.
