I presume the site is accessible only by FTP. If so, in FrontPage 2003,
choose Open Site from the File menu, and type a URL such as the following:
ftp://ftp.example.com/folder
and choose to log in with a username and password. You may have to
experiment somewhat with the folder name, depending on any "change directory"
commands the ftp server performs automatically.

Once FrontPage can open the ftp site, it will inform you that you need to
make a local copy. Choose a location on your disk, and then let FrontPage
download the site.
Make your changes, and then use the ordinary FrontPage Publish command to
send the changed pages to the live site.
