You have posted to it, so you may already be subscribed.
There are various avenues, such as UseNet (worldwide newsgroups) mirrors,
or the WEB interface, but the most direct is to configure your newsreader
software for the news://msnews.microsoft.com server. Then subscribe to
the groups you want, on that server.
See your newsreader's HELP files for instructions.
The specific steps would depend upon whatever specific news-reader
application you choose to use. For Outlook Express, click Tools >
Newsgroups, high-light the desired group(s), and click "Subscribe."

The other answers you received forgot one thing: You're using the CDO
interface so you can't really subscribe to anything. Suggest you
learn how to setup and use Outlook Express as your newsreader. Then
subscribe to this group by going to: msnews.microsoft.com
Use a news client like Outlook Express. Add a news account - the server name
is msnews.microsoft.com. Don't put in your real, un-munged e-mail address in
your account settings or you'll get spam, SWEN viruses, etc -
Then click on Newsgroups, and subscribe to the ones you like.
