How can I prevent permanent deletion of e-mails?

SEC rules prohibit deletion of e-mails coming to or going from my Investment
Advisory practice. Is there a way that I can disable the right click -
delete function in Outlook?
 
No. Usual practice is to maintain a record of incoming and outgoing mail
independent of the user's mailbox.
