How can I open a web link in IE on a system with netscape as default without making IE the default?

Trying allow users, with little technical background, access a page that displays properly in IE. I need to know if it's possible to open Internet Explorer and immediately go to a predetermined web page without any need for the user to do anything. I have a feeling it will have something to do with the "Start in:" option under the Shortcuts tab on the Launch Internet Explorer Browser Properties window

Set the desired Home Page in Internet Explorer by clicking Tools / Internet
Options.
 
I don't want it to be the new home page as the user may have their own home page that they prefer. I just want the user to be able to click on a link on the desktop and have Internet Explorer open instead of Netscape and have a particular page open

Create a shortcut on the desktop with properties similar to this one:

"C:\Program Files\Internet Explorer\iexplore.exe"

If Netscape (or Mozilla, or FireFox, or Opera, or ...) is
the default browser, then that is what your web page should
be opening in - particularly since many users of non-IE
browsers don't use IE simply because IE is one huge gaping
security hole.

If your web page uses standards-compliant HTML, JavaScript, etc.,
then it will display properly in Netscape, Mozilla, FireFox, Opera,
etc. If it does not use standards-compliant code, then fix it.
 
It does, however, our agency lacks funds to upgrade from our current Netscape 4.77 system, which does not display a massive amount of pages correctly. However, this is set as our default and most folks do not know how or do not want to take the time to switch to IE.
