Making IE default browser on multi-user system

At work we have public systems that run both Netscape and
Internet Explorer. Netscape is currently the default
browser, but now we want to switchover to IE.

My question is, on a Multi-user/Shared system how does an
Administrator go about making IE the default browser for
all users without the users having to do anything except
logon? Is it done in the Registry, or maybe via Group
Policies?
