how can i monitor work

is there a background batch program i can create to
monitor whow uses what programs. what to monitor entire
system. I can't get event viewer to do what I want.
a simple dos program maybe?

one thing to mention is i needed to enable auditing from a
dos prompt with auditpol.exe from the resourse kit.
