How can I make the Recovery Console an MSI ?

I want to use a GPO to distribute the Recovery Console but I need it to be
an MSI.

I have thought of using an MSI wrapper like the one you can get for IE6 SP1
but I am having no luck

Don't think there's a simple way to do this. People have tried to
extract the necessary files from the i386 folder that the Recovery
Console install needs, but it doesn't seem worth the effort.
