How can I make it connect to the internet on demand?

I cannot understand

"Establish a dial-up connection whenever a computer on my network attempts
to access the Internet is enabled by default." as mine wasn't and I have to
manually connect just to get the updates!
Windows 98 used to do it so how can I set my XPpro to connect automatically
whenever OLEX6 or IE7 etc. require it to without checking the connect
automatically box as some virus could cause serious harm eh?!
 
Go to run,type:INETWIZ Follow the instructions,also,in internet options,
connections,edit for dial-up...
