Dial-up connection -small window wanted

I am using a really poor overseas ISP with dial-up. I'm forced to dial
over and over until I can eventually get connected. When I try to
connect with the regular dial-up window and the number is busy or just
doesn't answer, I have to hit cancel and then double click the
shortcut I have to the ISP connection window. The process is slow.

There is another window that will connect to the ISP that pops up
automatically whenever I am not connected to the internet yet some
program is trying to access the internet. This window is ideal for
what I need because I can rapidly cancel and redial with buttons at
the bottom of the window without restarting the program. The window is
labeled "Dial up connection window" (the regular one just says connect
and the ISP name).

Does anybody know how I can manually call this preferred window
instead of using the regular procedure?

The Dial-up Connection window will come up when any application: web
browser, news reader, AV updater etc. requires to connect so you could leave
out the ISP connection part of your connecting procedure and simply, for
example, open your web browser, type the URL and click Return. This should
bring up the Dial-up Connection window that you want (if you are not already
connected). Note that IE/OE 6 start off line so you will get a window asking
if you want to go On line.
