How can I get reminders to always be on top

I am hard of hearing and I find that I dont hear the reminder tone telling me
a meeting is starting in 15 minutes.

For example, I might be browsing the web when the 15 minute reminder is
triggered by Outlook - however the reminder doesnt come on screen, it simply
plays a sound and I only see it if I happen to switch back to Outlook. I want
the reminder to pop to the front of the screen, regardless of which
application I am using.

I am sure they did this in an earlier version - was this removed because it
crashed other applications?

it was removed because it annoyed people when it took focus as they typed.
The task bar button should flash to alert you.
