How can i disable all downloading and installiation of programs??

Is there any way to totally disable downloading and installing programs for a
certain user?My computer always seems to get screwed up by other users
downloading programs off the net.

Please take this question to the windowsxp.security_admin newsgroup and be
sure to tell them whether you are running XP Pro or Home Edition as well.
