how can I create a new user

how can I create a new user when desktop is not working. I am trying to solve
my problem with the disappearance of all destop icons, outlook cannot be
found anywhere either. I am using task manager but cannot browse to the
conrol panel to create a new user. I thought I could solve the deskto problem
by creating a new user, yet I still don't know what caused this pain in the
neck

Any ideas
