Provided the coloured rectangles and the textbox are in the same document
layer i.e. both in the main text area or both on the footer you can set the
order in which they appear. The footer layer will be behind the main text
layer so any footer text will be hidden by a text box in the main text
layer. If you must have different coloured page backgrounds then you will
need to use section breaks and put the coloured boxes in the relevant
section header/footers. This will also mean that they only display correctly
in print preview.
For a document intended to be viewed on screen convert to PDF. For a
document intended to be printed, it will be much cheaper to print on
coloured paper albeit with some limitations when it comes to printing light
colours on dark backgrounds.
