how can I correct this problem

Whenever I open Frontpage and select "open" the dialog box
opens by default to my webs on my C drive. I save all my documents to
another hard drive, how can I set it up so the dialogs open to that drive by
default.

You should be using File Menu | Open Web / Site, then you can set FP to re-open the last open web.
