My friend just calls cableone and they'll change it for him, but to me they
say they don't know how =/ I got IP banned from a site and I need back in.
I've tried unplugging the modem and replugging it, but no dice. Any help is
greatly appreciated.

If you got banned - it will likely happen again.

Start -> Run

CMD /K IPCONFIG /ALL

Look for "Lease Obtained" and "Lease Expired" and figure out how long a
lease lasts.
(This assumes you plug your computer directly into your Cable/DSL Modem and
not through a router.)
(If through a router - use the web interface of your router to see how long
the lease is good for.)

Once you know the lease timeout for your ISP - unplug your Internet
(Cable/DSL Modem) from POWER for that length of time + an hour. That will
fully release your information from their DHCP server and chances are better
you will get a different IP address from them.

Start/All Programs/Accessories/Command Prompt
Type "ipconfig /release" ENTER
Type "ipconfig /renew" ENTER
If the IP address does not change, contact your SP, they are the only ones
who can help.
If they can not help you will continue to be banned.

In the future avoid activities against policies of web sites you visit.
When the policies are violated you demonstrate you do not need access to the
site.
If that is not the case, the best option is to contact the site and explain.

Use a dial up service. It will override your cable IP.

You would need to "buy" a static IP from them, if you want them to
"change" your IP address.
