How can I be "Out of Licenses"?

I have a group of three servers. 1 is an internet connection, 1 is a
terminal server, and one is an application server. I have recently
lost connectivity from ALL remote sites. I have 1000 Terminal Services
Licenses, with only about 25 remote users logging in, yet I'm being
told that I'm out of licenses. The errors on the TS are
Event ID 3 Terminal services licensing was stopped, and Event ID 18
Terminal Services Licensing has not been activated.
First of all how do I figure out which one is the LS, and secondly,
how do I get connectivity back to my remote sites?
Any assistance with this will be appreciated.

If you run W2K, then your TS Licensing server should be running on
your Domain Controller. Start the TS Licensing Manager to find
out.

Try to reactivate your LS.
