How can I anchor custom toolbars in Word?

We have created custom toolbars in Word 2003. We would like for all users'
Word application to look the same. We place the toolbars where we would like
them to be but when you close Word and reopen it, they move back to where
they were in the beginning or they move someplace totally different. Is
there a way to anchor the toolbars so that they cannot move? Thanks.
