How can a top button link to a place above the Navigation Bar?

Using FrontPage 2003, I installed a Navigation Bar that is automatically
generated on each page. However, the "top" button returns the user to the
bookmark just below the Navigation Bar. I need to find out how to get the top
button to link to a place above the Navigation Bar so that when the user
clicks the top button, the Navigation Bar is visible. I have not found the
answer in FrontPage help or in either of the two FrontPage books I have. This
question has also stumped very good programmers/web designers I've asked.
 
Just make the top button a hyperlink that is: href="Top"

Do you have a URL to the published page?

It sounds as if you have the navigation bar in the top shared border, with a
bookmark at the top of the page content area, and the "top" button links to
this bookmark.

If this is the case, move the bookmark to the shared border area, before or
above the nav. bar. This can only be done in Design or Normal view, or by
editing the shared border directly.
