When I want to send a new message on Hotmail, the toolbar is not visible on
the blank page. How do I get it back? It used to be there?

Please ask your question in a Hotmail support group, or (if you're
using Outlook or Outlook Express to read your mail) in a newsgroup
supporting that program. This newsgroup is for a different program,
the database software Microsoft Access.
