Hotkeys not working?

I have programs in my quicklunch bar (next to the Start button) on WinXP.
IE6 is there for example. I right click it and select properties. Then I
enter a Shortcut Key (Ctrl+Alt+E). When I use the shortcut nothing happens.
What might be wrong?

The shortcut needs to be on the desktop or in the start menu for the
shortcut keys to work. A shortcut in the Quick Launch toolbar does not fit
that criteria.
