Hot spots on DWT don't seem to work

We have a graphic that we use as our title bar with hot spots to link to the
different pages. I converted the site to DWT and left the title area in the
uneditable region. The hyperlinks from the hot spots work in design view but
not in preview. Also we have a bottom area that we use as simple text
navigation with hyperlinks attached to the words that are in the undeditable
area of the DWT that only works in design view. I have not published the
site, it is still on my local computer(disk based correct?)

Update: All hyperlinks are not functional in preview mode, not just in the
uneditable regions. I'm new to frontpage so I'm sure its something I have
not done correctly. Everything does work in design view. Thanks in advance.
