Hot spots and hyperlinks

I have an image, on top of that image are several hotspots. On top of each
hot spot there is text. I want the text and the hot spot to be a hyperlink
that when opened opens to a new page.

Simple, I have created the link, in the option for target frame (the site
has 3 frames by the way) I have selected new window!

When I test my page, the text with they hyperlink is fine, it opens to a
new page. When I click the hot spot's hyperlink, it goes to the correct page
but NOT in a new window. It opens in the same window.

Am I missing a step? Something I should know about hot spots?

I read here that hot spots belong to the page not the image; not sure what
that means.

You might be better off adding the text to your image, then created a single linked hotspot.

It should, since you can specify the frame target value when you create the hotspot link.
