how do I set up an image map with multiple hot spots

I have set up an image map with multiple hot spots and published the web page
this looks fine on my browser but when other people see the page with
different screen resolutions the hot spots are now not in line with the
original spots I wanted to link from.

How are you applying the hotspot as they should not move.
