horrible response time in opening applications from file icons

I have windows XP professional.

If I open an application by clicking on the "program"
icon the application opens very quickly. Opening a file
in the application after it is running is also very quick.

However, if I click on the "file" icon (which associates
to the same application), it takes 10-15 times longer to
open the file in the application. I get this performance
problem whether the icon is on the desktop or in an
explorer window.

What I see is the horrible delay up front (such as the
hour glass), and then when the application finally loads,
it seems to load quickly. So, it seems to be some
upfront delay in trying to figure out what application to
load.

Example

I click on a file icon that associates to Excel. It will
take 40 seconds to see any evidence the application is
being loaded (e.g. splash screen), followed by quickly
loading the file.

This problem is not limited to MS applications. Acrobat
and other programs exhibit the same issue. Other
responses are slow such as bringing up properties when
right clicking on the desktop or trying to view the
properties of any file.

Any help would be appreciated.
