Horizontal Rule color change

I can't seem to change the color of the horizontal rule
in a theme I created. I select a new color and save the
theme. I go back in to customize it and its back to the
color before I changed it.

I could be off base but check your page compatibility. i.e. that it's set
for internet explorer/ custom. If I remember right specifications on <hr>
were unavailable to other browsers.

would the <Hr> colour be set by style sheets (which themes use), therefore

overriding manually changing it?
