my problem is that when i connect to the internet, this
debt webpage keeps popping up. it is very annoying, and
i go to tools and internet options to change my home
page, but every time i do it, it goes back to this
annoying debt page.

You may have downloaded some kind of spyware (scumware). You should first make sure that you have downloaded all available MS Security Updates. Plus download one or both of the following programs:

Ad-Aware (free-version)
http://www.lavasoftusa.com/

Spy-bot Search & Destroy (free-version)
http://www.safer-networking.org/index.php?page=spybotsd
http://www.safer-networking.org/index.php?page=download
In Spybot there is a feature to lock the home page settings for IE.

You can install both programs on your PC, and then run one after the other. One program will usually catch anything that the one misses.
