Home page will not come up when IE is started

I am getting a start page that says MSN make it your home.
It has a place to pick your country and language or a
click spot to leave your current settings alone. The
problem is I can get off the page, without going through
some gyrations each timem I start the program.

The http://runonce.msn.com/en/runonce.asp is the page
location.

Anyone know how to get rid of this page that is supposed
to run once but never goes away?

start>run>type msconfig>start up tab>disable it.
