I tried this could not find any IE Tweaks in the SpyBot

Hi -

Spybot S&D version 1, 3, 0, 12 ? Sure it does if you have that version.
(Even the previous version had it, albeit in a different location)

Open S-SD>click the mode menu on the toolbar>check advanced>click yes at the
prompt. Now you will see the Tools button on the bottom>IE Tweaks> then the
uncheck "Lock IE Start page....".

However, If you haven't even enabled the Advanced mode in S-SD, then maybe
it isn't even able to have blocked the page. Don't bother disabling Spybot
S&D. Check into what I've written and suggested. Even then, it will probably
not be of any use (a hassle too) to "disable" S-SD. I recommend you don't do
that.

Now, if you use SpywareBlaster, it too has that ability. Open it>Tools>Misc.
IE Settings> un-check the box for "Disable the IE Home page settings..."
