Home page of IE6 replaced by IE7 Upgrade Notification

IE6 homepage page default is superceeded by IE7 upgrade notification website.
IE& doesn't work for our Intranet connection to corporate. Downloaded the
toolkit to block delivery of IE7 notification, but it doesn't change
anything. My home page still goes to IR7 upgrade notification.
 
IE Tools | Internet Options | Advanced | Browsing | Automatically check for
IE updates <=uncheck this option.
