Home Network Alway Dial ISP

I have a small home network.
XP (isp gateway) with a 98 & Me on the network.
Every time the 98 or the Me is connected to the XP,
the XP dial my isp.

Why is it doing it ?
How can I stop it ?

I've disabled Windows autoupdates on all PC's !
 
You more then likely have an app on the ME and 98 machine
trying to gain access to the Internet as soon as they
boot.

Your XP's ICS may be set to establish a dialup connection
whenever a computer on the network attemps to access the
Internet.
