My computer says that hlpctr.exe is not loaded on the
machine, so I have no help files. How can I get this
file and get it to work? I put in the XP disc, but
nothing looked like it would work.

Visit http://www.kellys-korner-xp.com/xp_tweaks.htm and scroll down
to Item No. 235 (Restore Help and Support Service).

Nicholas has already given you some advice for restoring the runction.
Just for the record, it's helpctr.exe, not hlp.

Control panel---administrative tools---services---turn on help and support.
