Hive file {Registry file failure}

Hello. I would like some advice on a Hive File problem please.

My brother is having trouble with his DELL Dimension 5150. on start-up he
gets past the POST screen and is greeted with a list of options such as
start in safe mode and so on. No matter which option he chooses he ends up
with a blue screen and the following message:

STOP: c0000218 {Registry File Failure} The registry cannot load the Hive
(file): \SystemRoot\System32\Config\Software or it's log alternative. It
is corrupt, absent or not writable.

Beginning dump of physical memory.
Physical memory dump complete.

Contact you or system administrator or technical support group for further
assistance.

Well that's the entire message so can anyone please advise me how to fix
this problem for my brother.
