Hit counters - not active?

I have developed a inhouse library system with frontpage 2003.

This web design has not been posted onto the web but an intranet system used
on a citrix based system.

I have added an standard hit counter found in Frontpage but this is not
displayed on preview or when this system is active.

Is this normal when not on the web.

The web needs to be on a server with FrontPage extensions installed in order for the hit counter to
work.

it is normal when you have a server running frontpage extensions, that is
required for the counter to work.....
