When i clear the history in my internet settings and go
into the settings to clear all offline content. If you
click on the history icon a list of every page and site
appear how do i disable this or delete them in one go
instead of one by one?

You might need to delete the damaged History folder- a new one will be
created on restart.

Free History Eraser from
http://smartprotector.com/eraser/free-history-eraser.htm will delete the
History folder in Windows 9x,2K, XP.

Another program might be locking your history.

The ActiveX filter of McAfee (and possibly other) anti-virus programs can
interfere with the history function of IE. Just disable the ActiveX filter.
