hiding inactive icons

i have a problem hiding the icons in the task bar when it
is inactive. i have checked the box that say hide when
inactive but it's not working. i do not have the little
circle with arrow inside appearing. i'm currently using
win xp pro and i have try formatting and reinstalling
windows but it's just noe working. can anyone advice me
on this matter.
