Hidden menu options

Okay I know how to get the start menu to stop hidding non-used programs
through turning off personalized folders but how can I get every program to
stop hiding unused menu options in the tool bars? I don't want to have to
hit the drop arrow to show all the options I just want them to always show
up.

I think each program hides it in their own way, for Word and Excel, it is on
the main menu under Tools, Customize, Options tab.
