Hiberate doesn't work automatically

I can shut down our laptop (Averatec 6210) using the hiberate option but the
machine will not automatically hibernate, based on the 'Power Management
criteria' that has been selected.

Do I need to re-install the operating system? Yuk! We already have a
problem with the touchpad not working and that has been suggested as a
solution to our problem.

I couldn't find any helpful information when searching google. We are on XP
with SP2.

No, you need to determine what is active and keeping the "idle timer"
from timing out. Noisy mouse, sensitive touchpad, software running in
the background, applications set to look for updates.

Excellent. I hadn't thought of that. As far as I know there is nothing set
so do you have a suggestion as to how I should start 'sleuthing' for this?

I know there is nothing in the Startup Folder except for a program that has
to do with my dialup software. I have no scheduled tasks.
