The WinXP help system says...

To specify disconnect times

You must be logged on as an administrator or a member of the Administrators
group in order to complete this procedure. If your computer is connected to
a network, network policy settings may also prevent you from completing this
procedure.

Open Phone and Modem Options in Control Panel.
On the Modems tab, click the modem you want to configure, then click
Properties.
Click the Advanced tab, and then click Change Default Preferences.

Control Panel - Internet Options - Connections page.

Highlight the connection you use and click settings, then advanced, and
there is a box to enable it, and set the time.

Note that the system regards 'not idle' as being you doing things with
keyboard and mouse. If you set a big download going and go off for
coffee, this becomes idle time, and it may cut the download off in mid
flight
